There's nothing wrong with rerolling. Yeah, if you're greedy and get burned, tough shit, same if you roll twice and get a bad result each time. You have to keep it. Rerolling means you're not necessarily screwed over from the start. No one WANTS to be a shitter, and it's entirely possible to roll snake eyes on the green column. Being stuck with a garbage pilot from one dice roll just isn't fun, and opportunity to change that matters. Skill matters not just to performance but also to people's enjoyment.

If we're voicing opinions about minimum standards, then you could abolish rerolls for skills and restrict rerolls to your experience class; and/or, adjust the chart to have a regular pilot from a result of 5-9 instead of 6-9 to increase the likelihood of a regular pilot (pic related). As-is, 40% or so probability as that other anon posted makes green pilots pretty likely. A little too likely.
For adopting both, here's an example: say you roll 4d6 and get 1, 3, 2, 3. Green pilot, 5/6, pretty bad. You reroll 2d6 to get a better experience class and get 4, 1. Now you're a Regular pilot! But you have to keep your old skill roll (2, 3) so your final result is a 4/5. That way you're not entirely wiggling out of a bad roll but you have a chance to get into a better experience column.
If it matters, I rolled Zita. So I do have skin in the game.
