They could get around the "airplanes only" rule they (may) have set for themselves by having some sort of futuristic hydrofoil / ground effect ship. Something like a futuristic USS Pegasus (the helm actually required a pilots license) or HMCS Bras D'or, with a railgun for shooting plens and a laser for shooting missiles while doing 70-80 knots.
