think about it, why out of all clubs did paris choose to merge with saint-germain? solely for that opportunity to skip going through the lower divisions up until becoming professionnal
in 1970-1971, PSG for their first season ever, started in 2nd division (not 3rd) won the championship and got to D1 for the next season

the average attendance rates are grim
1970-71: camp des loges stadium (in saint-germain)
71-72: bauer stadium (not in paris, but still a bigger stadium)
72-74: camp des loges
(psg only moved to parc des princes in 1974-75)
i dont know if attendance rates statistics exist for saint-germain before the merge (probably not) but it would have been interesting to compare them
if we consider that stade saint-germanois played in the same stadium and in the same division that during 72-73, we can approximate their old attendance rates to around 600 (very small)
so yes, the old saint-germain fans that switched to psg are like I said, a drop of water in the ocean
from the perspective of "fan continuity", i wouldn't say PSG deserves to be called the heir of saint-germain
