It is probably due to the differences in cultural values between the West and Japan.
While Japan does not completely adhere to manners 100%, there is a strong tendency to comply when told 'no' in official situations.

This is purely my personal opinion, but I have thought about the boundaries.
I believe that as long as the fabric is closely fitted to the body, it does not clearly cross the line.
