To further expand on this, Pekora is really perceptive when it comes to other people and emotions. I fully trust in her judge of character, Its a side effect of her constantly being worried what others think about her and how she goes out of her way to not offend people, which is why shes always seen as the quiet one in the office stories that she's in, well she even admitted it herself recently that she goes out of her way to think of others feelings.
Also Vivi seems to know a lot of older Pekora in-jokes. She said she watched a little bit before but its definitely more than just a little bit.
