An anon once mentioned previously that the problem with transformations is that they inherently make the base form completely irrelevant from a narrative and Fighting perspective and i feel like Kishimoto didn't want Sasuke to always be in CM2 whenever he fights someone strong, that's why the "10x boost" gets memory hole and Sasuke straight up loses the damn thing eventually.
