The club is month-based with a soft check at the middle of the month, though I do monitor daily averages as well. If I see someone is just not playing the game much if at all and is even inactive for several days straight then they're getting replaced.
The exception is if there's at least some kind of heads up provided in advance. Even if someone wants to be offline for 10+ consecutive days that's fine with me if they at least warn ahead and mention they'll make up the fans later in the month or are already ahead of the quota.
