That's what Dukat says in the 6th and 7th season after he's lost his mind. I think you're correct that Ira Steven Behr wanted Dukat to be just a pure egotist and that's what he has him become in the last two seasons.
What I'm saying is that concept makes Dukat a less interesting and less realistic character than the power hungry ultra nationalist he was in the first 5 seasons.
Dukat is a villain and he should stay a villain, he shouldn't be redeemed; but despite all that having him on your side because he cares about Cardassia even if only as an extension of his own ego makes for a more compelling character than a man who doesn't care about anything but himself.
