He shouldn't have been redeemed but he should have stayed true to character rather than going mad.
Dukat is driven by egotism, narcissism, a desire for power, nationalism, the belief that his people are destined to rule and on the more positive end loyalty to his people.
Now in a scenario where the Founders have stripped him of his power and have subjugated his people to being cannon fodder who no longer have control of their own homeland what is a man like Dukat going to do?
He's going to fight the founders; because his ego, his desire for power, and his loyalty to his people have all been slighted. That doesn't mean that he's redeeemed, it doesn't mean that he's abandoning his dreams of being a conquering dictator, its simply him being driven to do the right thing by his own principles the same way as he did when he fought his one man war against the Klingons and when he made his faustian bargain with the Dominion. At every turn he does what he thinks will make Cardassia strong.
That is until after he goes nuts when he becomes a demon possessed loon who's inexplicably obsessed with Sisko.
They should have done one of two things with Dukat. He joins Dumar's rebellion and eventually Dumar decides that he has to go because "his Cardassia is dead and its not coming back" and Dumar offs him. Or he makes it all the way to the end when the Dominion starts destroying Cardassia and the outrage of it is enough for him to put aside everything else and focus on saving his people which results in him getting killed and Kira and Garak lamenting the fact that the son of a bitch is going to get to be remember as a hero even though he doesn't deserve it.
Besides the whole Pah Wraith plot with Kai Winn would have been more interesting if her lover was a Pah Wraith possesed changeling who planned on letting the Pah Wraiths free so they could possess the great link.
