Nemlei explicitly said they're from "northern Europe" so scandanavia and she is Finnish. None of these countries were Soviet-aligned socialist during the Cold War, so it would make sense for her to more design around these societies. I always headcanoned them to be Germans from a post ww3 partitioned Nazi Germany.
