Yeah. According to Tomino's writings from the 90's, it was because when the colonies initially launched, the infrastructure and logistics were only half built, leading to mass death from disease, radiation, starvation, lack of housing, etc. The Federation passed some ordinances, among them the anti-gay stuff, to level out the dropping population.
