I'm still not entirely sure why this is such a big deal. From how it was explained to me:

>EU devs can alternatively EoS a game without issue should they provide a feasible way for consumers to host their own servers
>This initiative isn't even certain. It's just to get EU Government to bother looking at it
>Non-EUs can't sign it
