A remaster like the one Oblivion just got would work really well for XI.
Keep the engine, keep the spaghetti code, just slap a new coat of paint and UI on top.
I don't think SE has the knowhow to rewrite XI's codebase nor to Remake it from the ground up, so a Remaster is probably the best case scenario.
