This fella here was the head of the Pentagon at the time. On September 10th he announced that the Pentagon couldn't account for a literal trillion dollars in funds and declared a "war on bureaucracy". The next morning, a plane (?) flew into the exact wing of the building housing the accountants tasked with figuring out what happened to the money, killing nearly all of them.
