Spunky or spunk is a term for people with bit of a firecracker personality. They'll do things their own way, and wont just take what is handed to them. Guts, but not really gutsy just a bit of punk without full blown rebellion. High spirited and youthful, like Jack, Spike and Sari.
I don't know how often people use it but it was extremely popular in the attitude era 90's TV.
I agree about OP specifically with how it felt like it was aimed at how he worked with the government in the Bay movies. But instead of a complicated relationship, we got what we got and on top of it all, they never go into the war itself, assuming people watching knew what happened. But they don't. Why make a plot centered around something only older fans would understand but not target it to older fans with the direction? Something- once more- Rescue Bots did well.
