i think its because chapter 2 really established the identity of the game, and made people really start to separate it from undertale. And its also because its all people talked about for the past 4 years, so of course now it seems overblown. I think for the lifespan of the game it would have been miles better if ch3 was bundled with ch2. IMO CH3 would've aged a lot better if it wasn't separated by 2 by a 4 year long wait.
