The two reasons for low wages for engineers and software engineers is nepotism and job insecurity, with most companies outsourcing jobs to smaller companies (and sometimes those further outsourcing to even smaller ones) that hire for considerably less, a practice that has also killed hundreds of people in many sectors and that your government of right wing shitheads love because they makes pennies off degrading work conditions and dubioua bouncing of responsibilites when tragedies happen.

Unions do what they can according to the means and legislation that is currently there. They have no contractual power and are pressured to settle for minimum gains of compensation at times to just marginally try and compensate rising inflation.
