You have to compare them against cost of living, now I don't have the raw numbers on hand but my intuition tells me that the average dev living in say, Warsaw, is not that that worse off compared to the average dev living in Milan, considering how pricey Milan is. If know-how wasn't important, every country would have quality cinema, because the equipment to make movies has been widespread throughout the world for a long time, but look how even today there are countries that, despite billions in incentives buried in cinema, are not capable of making more than one decent movie in an entire fucking decade...
