You take shoes off before stepping on a tarp or in a tent, period. We do this at the beach when we go to watch the summer fireworks too. That'll be fun, I have to get ready, it's in 3 weeks. You have to get up at 4am the night before when it officially "opens" to stake out your claim. Walk to the beach, set down your tarp (held in place with grocery bags of sand), then go home and probably sleep some more before returning in the afternoon to eat yatai (festival stand) food, drink lots of beer, and sit down for the show when the sun sets. And of course your spot will still be there, because it's Japan.
