Watchmen doesn't work if Moore didn't create Rorscach to be likable even if he's flawed. Moore frames the narrative to make him as likeable as he is. Even when he's doing horrible things he's generally doing it to people you don't care too much are getting hurt by him because Moore makes sure they're written to not make him look that bad. And when he threatens people that don't deserve it as much, he has him pull his punches, like with Moloch or his landlady with all her bastard children.
