The only way we would get anything more controversial than jam on toast is if there were radical shifts in mainstream Japanese and/or international culture. Modern Pokémon are designed to be as consumable and marketable as possible, without having any sort of traits that would make then uncanny or offensive. The most offensive or edgy Pokémon they've made since gen 5 is probably Tsareena, and of course most people wouldn't even consider it to be that offensive. The scariest thing you'll get from newer games will be either from the characters or a Pokémon that looks like Grimmsnarl.

Pretty much any malicious Pokémon could be considered a threat to public safety considering how powerful most of them are. God forbid a ghost-type has it out for someone and wants to do more than give them a few jumpscares. I'm also pretty sure most psychic-types could topple major institutions and most electric-types could cut power to entire cities if they wanted to. I remember the latter happening a few times in the anime. It makes me wonder how catastrophic it would be for an abused Pokémon to be let go by its trainer.
