If you keep giving enough knockdown advantage that players can get on top of each other to take oki after every single interaction then it doesn't matter if they slimed there or crawled there

What did "knockdowns without oki" mean in your head dipshit? Were you imagining some gentleman's rule where people aren't allowed to approach each other on the ground? Knockdowns which don't give oki look like this
