Based on the wording here >>530021198 it seems that tiers are based on your current power. So <200 Tier 1-2 with occasional Tier 3. So I imagine once you hit >200 T3 will drop more often but not guaranteed till 300 with the occasional T4 with that not being guaranteed till 400. And based on the TWAB T5 wont be rewarded regularly till you are 500.
