Well the "original plan" also had Serah in the party as a 7th I believe, which would balance out Fang being male. But 6 party members matches with 6 Job roles cleanly, and it's an even split of male to female which means Fang must be female. It works out game design wise much better and Vanille being gay with another super model chick wearing tribal getup isn't like the modern diversity pandering, it's just a straight up male fantasy.
