Anon, they abandon their weak babies, implant memories telling them to kill off another planet's population, they're pretty cartoonishly evil, it's to the point that in Namek, Goku felt saiyans being killed off was karmic.

It's a possibility, Raditz does talk about forcing Goku's old memories back to get Goku on his side, so at least Raditz believes the memories are that effective.
Although while saiyans being evil because of the implanted memories are a self fulfilling prophecy, I'm not sure every saiyan has it, it's probably just the weak babies who are sent to another planet, and if that's the case, the race still has plenty of evil people.
