He can conjure flashes of bright light & uses this to cause epileptic seizures, flashbang people when mugging them or robbing people, etc. This asshole is seen as a ghetto hero for robbing from the rich & selling drugs to the poor. He has a cult like following that are willing to shelter him from the heroes & law enforcement.
