I think the C7 team does think each bookline has its own art direction.
You can see that from interviews when C7 staffers were asked to justify TOW RPGs' existence, and one was the different art direction for the book compared to WFRP, an argument that falls flat when 60% of the player guide is just reused from different WFRP editions.

I disagree here, both WFRP and TOWRPG have some decent artwork, but it's very artist-dependent and theme-dependent.
