I actually don't think it's because they are "gatekeeping", if anything, it might have been because they have neglected to gatekept, they didn't tell the modern contemporary artists to fuck off. It really doesn't matter what concept artists thinks if he's not going to shame the shit museum artist out in public. But they didn't, they just let that fester, they might have played lip service in opposition, but they let the subjective philosophy take hold. And that made a lot of people not care for the art, to only see it as a product.
