Godwyn is just another narrative tool the same way Rhaegar is: an overall loved and cherised man with power to solve difficult situation, but killed before he could really do something about it. This "what could have been" is open to interpretation, and helps players immerse themselves into the world. Him coming back would work against the overall lore and its intentions.
