You need to allow for the former without letting it get out of control, and encourage the latter to the greatest degree possible, the best way to achieve which is by playing upon the circuitry already in everyone's heads to help the tribe (which cannot be extended to humanist universalism, because if you don't define "them" then there's no "us", and basing this categorization upon blood is the easiest and stablest way to do it)

This forced meme relies entirely upon the observation that there's a great deal of genotypic variation in Subsaharan Africans and thus it's a bit of an oversimplification to categorize them all as monolithically "black", but then erroneously (read: disingenuously) extrapolating that to the conclusion that every other racial category encompasses a similarly wide genotypic variation
