Actually it's all caused by a sentient bacteria colony that's been alive for billions of years that makes humans it's host body staging a decades long global PR campaign to whip up people into an anti-mutant frenzy because it cant take over mutant bodies because reasons and it deduced that mutants WILL eventually become the norm as regular humans become extinct, so its merely acting in self defense to ensure it's continued existence.
