Ok I think I figured out what caused the latter.
>Once you know that they are Werewolves you can just talk to Kodlak at any time to skip to Blood's Honor and the cure.
I spoke with kodlak, chose that dialogue option and backed out of it, but it probably sets the quest stage the moment you click on it, so now the game thinks I've advanced past The Silver Hand.
I just tested on earlier save from 5 hours ago and I can get The Silver Hand on it without issues.
Now I'm not sure if I wanna redo these 5 hours of questing or just go along without being a werewolf.
