It's not, it originally launched on the 360 and PS3. Even the game itself doesn't LOOK retro, other than it using pixel graphics they are far too well animated for any common home system from the 80s or 90s to have been able to pull off.
No idea why it was included in that photo. At least the other games in that photo, Pier Solar, Xenocrisis, Star Fox 2, Paprium, and what appears to be a Chrono Trigger Romhack are all either homebrew games that run on retro consoles or actual retro games, but no version of Scott Pilgrim belongs in a photo of retro games there unless someone re-made it to run on the Genesis or SNES or something.
