Case by case. They're not ALWAYS available but some of them might as well be with how often they pop into the store - not others though. Heartseeker Yuumi for instance only hits the store during the Valentine's Day patch cycle (2 weeks) whereas Worlds Ryze at the bottom there hits the store every time there's a major tourney running which MSI/Worlds/First Stand combined is like 3 months out of the whole year so, well, they vary. You can also still get them in Your Shop and from rerolls though so they might not be as rare as you think. Again, case by case!
