The problem with tanks right now isn't that they're hard to kill, that's the entire point of tanks, it's that they do way too much damage and have ridiculously powerful and disruptive abilities on low cooldowns. The fact that they have so much HP and resistances, and shields, and recovery, and on top of this can shit out enough damage to compete with actual offense-oriented champs is what is horribly unbalanced.
