He's said that is a "Limitless Power" not "Infinite", as in, the things that you could do with it once you master it is up to the one who gets it imagination, why would he make it a contest if he's got an infinite supply of it he could give to everyone? that thing is both a substance and physical, and that he has to activate it consciously too, which is what we've seen in previous episodes when he's doing actually something.
