This is a misconception, the DDR was the central region of Germany where Allied and Soviet troops met each other. Truman withdrew Allied troops to create a buffer zone between the West and the Slavic Empire of the East, that became the DDR. Berlin was also rebuilt and repopulated after the war as it was partially under Western administration and surveillance.
The former Eastern regions of Germany were all eradicated by the Soviets.
