I think that when you're losing your powers, you become a person who is about as powerful or as lucky as the average person, or rather, the person you have physically trained/meant to be. The superhero powers are a boost, but you have your own base stats that are unrelated to the hero system.
So Cyan's hard work in singing earned her an dedicated audience, hero stats be damned. It wasn't supernatural "luck" (at least directly) that got her to DOS, it was either DOS looking into her past and finding the plane crash incident, and/or them knowing her connection to the orphanage, who is owned by a previous high-ranking superhero.
Maybe one could argue their searching skills and ability to narrow down where she was took some luck, but that still took a whole year, so it's tough to argue there's a supernatural capability of her getting found by the right people. She still worked her ass off to be a beloved idol, but the steps to get her to such a large company for this opportunity is a whole different matter, irrespective of her superhero "luck" powers.
Just to reiterate, she never trained her "luck". So when she lost her trust value, getting something as miniscule of a chance as winning the lottery is impossible for most people, as was for her.
