True on the latter, but I find the former questionable. While there may be a genetic component and there's talks about some abilities running in families, I suspect it's in big part because of certain values, outlook, tendencies and rising those families foster.

Not decades, at least not to make some tiny effect. It will still take a bit, but the issue is less in time and more in the methods used and whether the person already has certain faculties developed. You need the latter and the former must fit you well.
In general thought you'll have more success following honestly some spiritual path of self-refinement that may let you develop some abilities as a side-effect than practicing to get a particular ability directly.

Think of it like learning to create wonderful pieces of music. Not all instruments will fit a person as well, not all teachers and methods of learning. You certainly will need some basic predispositions that lack of will be hard to go around without extra effort (ie lack of rhytm or being deaf) but also your general familiarity, an ear for it developed since young age, your preferences will have a meaning. It may be that nearly anyone has enough to learn to play a simple melody, but not everyone will be able to go beyond.

Similarly with not only merely one ability of telekinesis, but progress in various spiritual/occult traditions in general.
