No, after he gives them to you he warns you to just to not talk to an Ordinator while wearing them. It's only semi-illegal in Vivec only that it might be considered impersonation of an Ordinator:

As long as you don't walk up to an Ordinator NPC and manually enter dialogue with them with the helmet on, it won't activate. They don't automatically kill you on sight until that happens.
