Undertale's FUN events and other content in the files gives us a small body of material to work with that explains who Gaster was.
Dr. W. D. Gaster was the Royal Scientist before Alphys, a brilliant man responsible for some of the great works of monsterkind such as creating the CORE, until one day he "fell into his creation" and was "shattered across time and space."
The only direct account we have from the man himself is his ENTRY NUMBER SEVENTEEN, apparently a record of his experiment with something "DARK DARKER YET DARKER" where he notably addresses two other people at the end.

Post-Undertale, Gaster has risen to prominence with Deltarune. The mysterious voice named ______ who takes over the official Twitter account when a new Chapter releases and who speaks to you in Deltarune's intro and other places throughout the game is 100% Gaster. Various characters and significant text in the game make allusions to Gaster, or quote him directly. We have abundant reason to believe that Gaster is the one who personally invited us into the world of Deltarune, and might have even created it himself.
