Yeah, but it still was mostly an underground thing and things moved a lot slower back then. It's not as Korn released their debut album and a month later a bunch of other nu metal bands had popped up. I think it's more likely that Dio was more looking at Pantera and other groove metal bands from the early to mid 90s at that time and wanted that heaviness. And I think it's obvious that he took inspiration from his second stint in Black Sabbath for those two records in particular, like >>127024988 said.
My personal opinion is that Dio's voice started to become worse around Dehumanizer. He started sounded very angry and he used a lot more distortion in his voice which made it sound gravelly.
