I don't know if anythings changed but rerolling last i checked was.

Joker is a 0.8% chance? I'm not sure if that include the 50/50.
and most people don't seem crazy into him as a unit.
Rerolling for an early standard might be worth if you really want the leg up, but going for joker is kinda.
