The beauty and emotion are secondary to the gameplay. You can have the most beautiful game on Earth with an emotional story, if the mechanics are ass, the game is trash regardless of its beauty.
Now lets focus on the first part

Humans help the process, but at the end of the day it is a corporate product that is not driven by creative skill for creating an emotional response, it is driven for a profit motive by market research.
so videogames aren't art. The content made from a game is art. Playing them is art. But the game itself is not art, no matter how incredible it is
