If we're going with a character wanting to act outside the law to protect what's dear, that's clearly Starlo. I (me being a Sadie Outlaw believer) would have the party start suspecting Sadie already by the end of Chapter 2, having her be a party member in Chapter 3 which takes place in the mayor's office, and Starlo appears as a self-proclaimed "outlaw" fighting the uncaring bureaucracy within the Dark World, Robin Hood-style. He wants to help Cole and he's doing everything he can, but regulations and paperwork slow his efforts to a crawl. In the Dark World he can take action against the problem immediately, and does so with glee.
