When asked, usually. Jingai has a couple of skeb pictures that involve Chrome for example. Wouldn't be surprised if he favours his own characters, but there's your evidence he can do others. And that's just MGQ, he's done a few pictures involving Granblue fantasy.

Jingai's thing seems to be lolis. Even though he's done a few non lolis for MGQ (Spider Princess and Tamamo's big form for example) his skeb seems to be nothing but lolis. So if you ask for a non loli character, expect rejection (RIP Spider princess marriage).
