The 95 barrier is quite striking. IQ 96 can manage. A 93 has trouble tying shoes, reading clocks, and making 2-step logical conclusions (e.g. unable to spell a word or give an address that is stamped on the medical form they're asked to fill out).
Most American West Euro whites under 99 IQ have died off. You only see IQ problems with physical disorders, typically.
Yes, IQ tracks race, and the IQ tests since the early 1970's have been gimmicked to hide that for political reasons both in USA and elsewhere.
It's not different races so much as different species between an IQ of 150 and one of 90, let alone 70.

I'll go out on a limb here and say genetics plus the cycle of violent, self-pitying families an average IQ of under 80 without guidance it would bring about.
Pre-1960 Blacks were generally attached to White homes that guided and took care of them/gave them good work and other habits. That became impossible with various work regulations + atmosphere of hostility and 'black power' in US. This forced people with very low IQ's to try and survive in a market designed by people with 50% higher IQs. Now you have people running college HR departments with severe imposter syndrome who can't spell or add properly, who were only good as domestics.
