You are playing a kid's RNG game as if it is a serious competitive game. You can always press down on the dpad to rewind yourself out of the blue shell, takes some timing but you can minimize the degree of lost speed/momentum this way. Yes you will go backwards but it's still better than the hit and you will lose less speed.
