I'm not sure the sovereign has anything to do with love, for the simple reason that Fateweaver Shrine already seems to fulfil this role. It is, admittedly, missing it's local deity. But Matsuri's dialogue makes clear that the power there is incredible and that the god it must belong to must be very powerful. Dialogue that takes place before the protagonist even takes on Sovereign status. I actually have a theory that Iroha might've been intended for it, since she gives you a new version of your bond sacred tool. But that's pure conjecture and certainly not the case in the finalized version.
