Well, I'm going to meet you halfway, and say that claiming this was "50% SS2 Gohan" is an instance of taking statements literally even when they mean something else. This could also just mean "Gohan lost one of his two arms, hence 50%". I can buy Gohan not being literally at 50%.

Still. SS1 Gohan was nowhere near Cell's level, and x2 multiplier seems way too small given that Cell was hopelessly above Goku, Gohan, Vegeta, Trunks and Piccolo, even after tiring him out, and able to spawn 7 Vegeta tier Cell Jr like nothing.
